Make sure you scroll down on the Twitch streamers page and check that the Arena Rewards Tracker is loaded. You may need to give permissions if you've never used it before.

The Arena Rewards Tracker has to say " Hooray! You’re currently earning ARP the easy way!" for ARP to start generating. So always scroll down to the bottom of the twitch streamers page.
