on the PoE community event , does the milestones that are personal need to be checked AS WELL as the community ones for the rewards? Or is it the one or the other?

Both need to reach the milestones, so you need to do your own.

If you have previously played the game, those hours will count as well. Including my hours from 2014! w00t!
