Yep! I got "Reach Tier" 2 to 5 and "Vote on your first Arena Connect Poll". Something good is happening at the backend!

Also I see that most previously earned artifacts are now correctly awarded again. So not only the ones from Tier an Arena Connect Poll.

Got my tiers by doing the battle pass survery \o/ now I just need to know how people are unlocking the steam: play X hours achievements.
