Why was I allowed to join the Community Event when I don't even own the game? It hasn't let me join in past.

It won't let me join w/o owning. It has Visit Steam or Sync Games as options.

Yes, it does. It has the "Launch Game" button. When I click on it, it gives me an error on Steam.

I also have hours played in it, but I don't have a license.... Does it register as owned by us during a "free weekend"? That's the only thing I can think of.

This site only counts you as having a game if you have play time in it. If you've played during a free weekend you should be able to join the event but I doubt you'd be able to actually start the game and log more time in it.
