Both the X button and Close button for the RULES have no effect. Need to click/tap somewhere outside the pop-up to close it.

It says right there.... No Rules. What would make you think that you can click on the X or [Close] button to do anything in particular? It's probably the last time in your life you will see "no rules", so enjoy.
