Go to your maxed Pn295 Collapsed Star twitch artifact and click to upgrade it (even that is already maxed out) then try again to swap the artifact. If still not working then change the link prefix to www./na./eu.

@stealthyjun if you're talking about the newest artifact them the answer is yes. You can upgrade it from Silver (+1 ARP) to Gold (+2 ARP) / Platinum (+3 ARP) / Interstellar (+4 ARP). You need to use a total of 51 Fragments to fully upgrade

@nimeni32 so max is +4 only? Eye of the Night artifact +6 is better, although you could combine both :)
