When you are still low level (not enough to buy games) then, yes, Artifacts and Fragments to upgrade the Artifacts. But that's to be able to make more ARP quicker so you can buy games in the vault, lol.

Fragments. Then, artifacts. But also: hoard your points so that when you're tier 5, you're certain to have enough for any Vault game you want... it's frustrating to miss out just because you've not saved up enough! :'<

For getting more ARP, fragments and artifacts. Endgame, people want games, merch and DRP if available and useful in your region.
