Dell exists to make money. It uses rewards in Alienware arena as an incentive for people to join. They get more advertising that way and they con convince more people to buy. They don't just want to give away free stuff all the time because they would lose money. That is why arp earning tends to be slow unless you are super involved in all the activities, which most people can't be every day.

Hurry up!  Too slow.  Oh well at least they gave up decent arp for the wait.  But backpacks?  Not my idea of gaming accessories.
